Chris Greisen’s MIDWEST ELITE 7 on 7 Tournament Rules
No Player will be allowed to play without a Mouthpiece!
1. Defense can only have 7 players in coverage. (Defense may start with eight
defenders on the field. However, in that case, the eighth player must blitz, then stop and kneel at the LOS every snap; he does not participate in that play.) 2. Seven offensive players, one of whom is the center who will snap the ball. 3. Field is 40 yards long (from 40-yard line to closest goal line.) 4. Each possession starts at the 40-yard line (middle of the field) – going in. Ball will be,
depending on where the receiver is touched down, placed on either hash or anywhere between. 5. First downs are made by crossing the 25-yard line and the 10-yard line. 6. Offense will be given 3 downs to get a first down. Inside the 10-yard line, they will also
get 3 downs to score a touchdown. 7. PAT snaps are at the 5-yard line, offensive choice of hash. No 2-point conversions
allowed in pool play. During tournament play, optional 2-point conversions will be from the 10-yard line with a choice of hash for the offense. If offense chooses this option, the defense can be awarded 1 pt for an INT or 2 points for an INT returned for a touchdown. 8. From time of snap, QB has 4.0 seconds to get the pass off. Too much time (4.01
seconds or more) will result in a loss of down, and the ball will be spotted at the spot the QB was standing at 4.0 seconds. (NOTE: Passes may be thrown behind the line of scrimmage, but the receiver must advance beyond the LOS, or the play will be treated as a sack.) 9. A sack that occurs at the beginning of a drive will be penalized with a loss of down 10. QB must take a drop. He cannot just stand at the LOS. 1st time: Warning
2nd time: 5 yd penalty 11. The 4-second clock starts at the snap of the ball. 12. Possession changes after PAT attempt, 2-point conversion attempt, failure to make first
down, or a turnover. 13. Pool Play Game Time: 25-minute running clock; 10-, 5-, and 2-minute warnings will
be announced over a loud speaker. 14. Tournament Game Time:
- 25 minute game; clock will stop the last two minutes for:
1. Incomplete pass 2. Receiver runs out of bounce 3. Change of possession after score 4. Following a first down 5. Timeout (each team has 1 timeout)
- Remaining game time will be kept by referee (back judge) except for
Championship game (will be kept on the main scoreboard) - Penalty and clock timing rules will coincide with Wisconsin state high school
football rules. 15. Overtime in tournament play consists of 3 plays from the 10-yard line. Each team has
an attempt to score in each overtime period. Starting with the 3rd and subsequent overtimes, all PAT’s must be 2-point attempts from the 10-yard line. Overtime periods are not timed. Defensive points will not apply except for an interception that is returned for a touchdown (past the 40 yd line). No overtime in pool play. 16. All offensive formations must be legal sets. Motion and shifting are allowed. 17. Offense has 25 seconds to get each play off. (Time begins when the ball is spotted. Will
be kept by the referee closest to the QB.) 18. “Tackling”: One-hand touch below the shoulders. Touching of just cloth (i.e. jersey)
counts as a tackle. 19. No running plays allowed. 20. No double passes or shuffle passes. 21. No coaches on the field; coaches must coach from the sidelines. 22. After a change in possession during pool play, the team next on offense must hustle
onto the field, huddle, and be ready to run a play in an appropriate time. Otherwise a delay of game penalty will be assessed. 23. Pressing the receiver at the LOS is legal. 24. Scoring:
A. Touchdown: 6 points B. Interception: 3 points No points for INT on 1 point PAT (pool play or tournament)
i) Reminder, there is no 2 point PAT in pool play (Rule #7) ii) INT returned to 40-yard line without being touched will count as a
touchdown) C. Turnover on downs: 2 points D. 2-point conversion: 2 points
i) During tournament play, if a team elects to go for 2 pts on a PAT and if the
defense intercepts the ball, their team will be awarded: - 1 point for INT - 2 points for INT returned for a touchdown E. PAT: 1 point 25. Penalties:
A. Defensive pass interference = Automatic 1st down and 5 yards from the original line
of scrimmage B. Offensive pass interference = Previous spot and loss of down C. Defensive holding = Automatic 1st down and 5 yards from the original line of
scrimmage D. Illegal procedure (offense) = Loss of down E. Defensive off-sides = 5-yard penalty F. LB’s starting deeper than 5 yards = warning first time and then 5-yard penalty
every subsequent time. G. Fighting/Unsportsmanlike Conduct: 1st offense = ejection from the game; 2nd
offense = ejection from tournament
H. Fighting/Unsportsmanlike Conduct (team): If any player leaves the sideline to
participate in an on-field fight, the entire team will be ejected from the tournament I. Personal Foul (Offense) = loss of down and 5 yards from the original LOS. J. Personal Foul (Defense) = 1st down and 5 yards from the original LOS. K. Unnecessary roughness/excessive contact: Defensive player must be making a play
on the ball. Dislodging the ball by hitting with a shoulder or pushing the offensive receiver with one or two hands will be penalized as a personal foul. - On a successful PAT, if that foul is accepted, the team that will then be going on offense starts their next series with 2nd down at the 40 yard line (penalty results in a loss of down for their offense) L. In the event there is defensive holding and a sack on the same play, the defense will
be penalized according to the above, and the sack will be ignored. M. Delay of game = loss of down 26. Seeding, Tournament, Tie-Breakers
A. Teams will be broken into 5 pools of 4 teams B. Teams will be seeded #’s 1-20 for the tournament according to overall records
from pool play. C. Records which are tied after pool play will be broken as follows:
i) Head-to-head ii) Fewest points allowed iii) Most points scored iv) Flip a coin D. Tournament is single elimination format 27. Out-of-bounds and reception rules will coincide with Wisconsin state high school
football rules. 28. Each team must provide a dark and white jersey for each player. 29. Each team must provide two game balls prior to each game.
